As a web developer, and service provide, I naturally agree with the premise of this article. However, not so out of need for more clients, but with the value proposition that hiring a professional web developer or development company brings with it.
Naturally, you have an idea of what you want your web site to be, what it should look like, how it should be experienced, and the content it should contain. Everyone needs those ingredients prior to embarking on establishing a web site, regardless if hired out or home-grown.
What you get by hiring a professional goes beyond just implementing your vision. Professionals give you feedback on your ideas, alternate methods of implementation, adherence to web best practices, as well as web development standards.
By providing feedback, and sometimes even saying "No" to certain requirements, the professional is actually looking out for you, trying to help you implement things in a way that best serve your needs. That's what all service professionals (should) have at heart - if they don't, they have a loosing prospect and will be out of business before long.
A development professional will also present you with design documentation, that mock-up the designs you had asked for. This gives you a tangible way to plan your web site, and work with the developer with a document you both can understand.
You're simply missing out on all these things if you don't hire a professional, and depending on the function of your site, can make the whole difference.
Take a note from John McCain's experience: don't be caught in the cold by unexperienced development.
And if its for your company, remember exactly that: the quality of your web site represents the quality of your company to online visitors. You don't want to be appear wanting in that area.
